Supporting Sustainable Management of Marine Conservation Areas in Riau Islands Province
Riau Islands Province (Kepri) is an archipelago province in Indonesia. The number of islands recorded in this province is 2,408 large and small islands, 30% of which are unnamed and inhabited. The sea area is approximately 24 million hectares and has a Provincial Marine Conservation Area managed by the region covering an area of 1,716,538.25 hectares.

The Provincial Government strongly supports the effectiveness management of marine conservation areas. This is proven by the establishment of the Regional Technical Implementation Unit (UPTD) which is the management body for marine conservation areas in this province, as well as designing the Financial Management Scheme-Regional General Service Agency (PPK-BLUD) as the basis for implementing its management.

Yayasan Konservasi Alam Nusantara (YKAN) supports the Riau Islands provincial government's commitment to effective management of its marine conservation areas. And so, on May 8, 2025, the Riau Islands Province Marine and Fisheries Service (DKP) together with YKAN through the Koralestari Program, held a meeting to discuss the finalization of the administrative requirements documents for the implementation of PPK-BLUD. This program involves a local partner of the Riau Islands Province, the Riau Islands Ecology Foundation.
The Riau Islands provincial government really hopes that with the implementation of PPK-BLUD, UPTD will have flexibility in managing revenue from service and environmental tariffs, as well as other revenue for its operations without going through the APBD budgeting mechanism. YKAN also supports this concept, where professional management with a sustainable funding scheme will provide benefits not only ecologically but also socially and economically.
Through the USAID-KOLEKTIF program, YKAN has supported the process of establishing UPTD. YKAN continues its commitment to support the next stage, that is the implementation of BLUD as part of a sustainable management scheme through the Koralestari program, which is supported by the Global Fund for Global Reef.
