Indonesia’s marine wealth, particularly in the fisheries sector, has long supported the economy and the livelihoods of its people. Effective and sustainable management is essential to ensure the continuity of fishery resources and global food security.

The Indonesian Ministry of Marine Affairs and Fisheries (KKP) takes this matter seriously. The government has divided the country’s waters into Fisheries Management Areas of the Republic of Indonesia (WPPNRI). To support the management of these areas, in June 2023, KKP introduced the Tuna Harvest Strategy, a science-based fisheries management breakthrough for WPPNRI, particularly in areas 713, 714, and 715.
This strategy comprises three main steps: restricting the use of fish aggregating devices (FADs) to control fishing intensity, especially for juvenile tuna; temporarily closing fishing areas in the Banda Sea, an important tuna spawning ground; and gradually reducing tuna production to restore stocks and protect resources. This strategy aligns with the implementation of the Measured Fish Catching Policy based on quotas, as regulated in Government Regulation No. 11 of 2023.
To support the implementation of the Tuna Harvest Strategy, KKP collaborates with the National Research and Innovation Agency (BRIN) and the Yayasan Konservasi Alam Nusantara (YKAN). This collaboration will produce a mechanism for monitoring the implementation of the Tuna Harvest Strategy, as well as recommendations for FAD supervision, area closures, and appropriate fishing quota applications. On February 5, the three institutions held a coordination meeting to finalize the technical guidelines (juknis) for monitoring the Tuna Harvest Strategy.
During the meeting, BRIN ensured that the technical guidelines would strengthen the Monitoring, Controlling, and Surveillance-Enforcement (MCS-E) system. Meanwhile, YKAN ensured that the applied technology would be easy for fishers to use and that the policies could be directly socialized in the field. KKP will ensure that the results of this meeting will serve as the basis for developing national monitoring technical guidelines.
